Subject: Does a quota system exist in the Mohave County Sheriffs Office or not?

I called on the Mohave County Attorneys Office in Kingman
and asked receptionest to see a deputy attorney, I had to state the reason," to find out what I could about thr sheriffs office quota system for citations and arrests". She called Beverly Brooks, Secretary to County Attorney.
I aked my question. Beverly Brooks stated that the County Attorney and everyone that could help me was out of the office and suggested that she could have someone call me next week. I told her my question should be a public issue and thought she should be able to answer it. She asked if I had asked the sheriff and I said "no, I thought the County Attorney would be the proper place for such a question".
She mentioned that I could contact some agency in Phoenix then asked me to repeat my question. I repeated it and she acted like she did not understand my question. I further explained replying "you know, a quota system, is the daily quota 5 arrests or citations, is it 10 or 1, just how many? She did not offfer a direct answer and I told her I would pursue the matter some other way.
Although I dot know conclusevely I have heard such a quota system does exist Prior to my cantacting the County Attorneys Office I learned this:

It is a very short statement. If there is no quota system why has our local newspaper said other wise.

"To ensure public confidence in the Mohave County justice system by honorably protecting the rights of every citizen as granted by United States and Arizona law and by enforcing the obligations placed upon the government when it desires to convict citizens of criminal actions." -Mission Statement-
I am sorry, but when it comes to the written or spoken word, one can only read or hear the words and interpret the information literally. You can not read or hear what a person thinks. The above statement says in part, "when it desires to convict citizens of crimes".
It should be obvious that I am unhappy about Mohave County Justice in general. For more than 30 years and especially recently, I have found it to be very freqently shoddy, unfair, unprofessional, preferential and very inefficient. This has of course spanned several administrations. It is ironic that the mission statement above reinforces my opinion.
A fair and honest mission statement would be as I have written below . . .
"To ensure public confidence in the Mohave County justice system by honorably protecting the rights of every citizen as granted by United States and Arizona law and by enforcing the obligations placed upon the government and diligently investigating those citizens charged with crimes and convicting those found guilty of criminal actions." -Proposed Mission Statement
